MOSCOW (Reuters) - Russia is preparing to sign a deal with Iran this month to start atomic fuel shipments for a Moscow-built nuclear reactor there, a Russian nuclear source said Monday. The move is certain to enrage the United States which says Iran can use Russian fuel to secretly make a nuclear bomb. Washington has long called on Russia to drop the plans.

Spain angered other European countries yesterday when it began offering an amnesty to one million illegal immigrants, granting them residency and work permits. Thousands of foreigners lined up outside government offices and consulates in a hunt for documents which would allow them to stay without falling foul of the law. Both German and Dutch officials fear the Spanish amnesty could lead to a rush of new legal immigrants to their countries.

The Israel Tax Authority (ITA) in cooperation with police have seized what is reputed to be the biggest ever consignment of drugs destined for Israel - some 137 kilograms of pure cocaine worth an estimated NIS 500 million on the streets. The drugs were found at the Haifa Port by a special canine unit of the customs department's drug squad. They were discovered in a container ostensibly full of raw materials for use in the construction trade.

BELGRADE, Serbia-Montenegro -- Kosovo was the focus of high-level talks held separately in New York, Belgrade and Athens on Monday (7 February). Serbia-Montenegro Foreign Minister Vuk Draskovic discussed current problems in the province with UN Secretary General Kofi Annan in New York. Draskovic says he again called on the UN to guarantee the rights of the non-Albanian minority in Kosovo.
